Annual Meeting & Annual General Meeting

 

EJB read out report.

C Dickins asked what action is going to be taken from the results of the Parish Plan. LJI answered the question on lack of support for organisations that the Parish Council tried to start like the best kept village and voluntary car scheme.

Mr Oakes complained about plans that are put through in the village and lack of consistency. Suggested the press picking up on the inconsistency and the fact that Cllr Lamb does not attend the Parish Council meetings and does not support the Parish. The people in the village are unhappy with the inconsistency and are quite prepared to go to the press about the lack of support.

Michael Knobbs complained about the young people hanging around the Lych Gates and requesting a shelter for these young people to meet into. They leave litter and verbally abuse people walking into the church yard. PGB to get a brochure from the Playing Fields Association for the parish Council to look at.

Izzy Snowden requesting money to help the Village Hall costs.

LJI reported on the ESBC Site Allocations and Policies Development Plan. The nearest plan to Leigh is behind The Parks Public House in Uttoxeter.

PGB asked Ben Oakes if he would like to become a Junior Parish Council member. PGB asked the parish council if they would like her to ask him again as a definitive answer was not received.

LJI reported that the rubbish at the bottom of Leigh Bank has been removed.

6.Parish Matters

 

CA reported the trees at the end of Lime Close need pruning back, obstructing the view to pull out. Clerk to write to Highways to ask them to prune the trees.

The owner of the Raddle and the fields going up to Sherratts Wood has put a electric pole up. Clerk to write and ask if you need permission to erect the pole and report the gateways out, in where gates weren’t before.

The trees at the bottom of Lime Close are growing in the electric wire Clerk to write to the electricity Board and report them.

Clerk to write to ESBC and request copy letters of the applications of Broomfields putting stone base in a field to park their caravan and van on.

Clerk to write to planning and report the garage that has been converted into a dwelling at Cherry Tree Cottage, Church Leigh

Council are trying to sort out a display for the Parish Council for the 26th May 2008 at the renew festival. LJI to find the aerial view photographs. PBG will ask to borrow the display boards from SPCA.

BIS asked for a donation for the renew festival. PGB suggested considering after the event if they need cash we might consider donating. Council all agreed with that.

PGB suggested that a couple of the men come to the WI meeting tomorrow night in case the young lads. LJI and ED are coming up to the meeting to make sure that the lads who threw water at the last meeting don’t appear at the next one.

PGB asked if the Parish Council would like to do the OAP Christmas meal. Council agreed in principal. PGB will organise it.12th or 13th December for the date.

EJB reporting the mess and litter and drugs that are going on at Pattisons shed. Clerk to write to ESBC and say that it’s a health hazard. If they cant do it let us know and tell us what to do about it.

S.C.C. - new contract for mowing of the playing field 1st April 2008 - 31st October 2009 Council agreed to sign - Clerk to send off

CA read out a reply from Philip Atkin to Ben Oakes when he wrote and asked for a skateboard park in Leigh. There are 3 funds available for young people and all Councillors are to get a copy so they are aware of the funds.

CA reported on the ‘boy racers’ that had been round the village over the weekend destroying posts and crashing into ditches. The police have been round the area and no where the car is parked, hidden. The police will get Highways out to rectify the signs that have been broken. The phone number 08453 302010 to report anything you see to the police. CA to give the phone number to Nicki Grey to publish in the Parish Magazine.

Clerk to chase up a Village Hall Sign, Council wants a price.

John Ratcliffe, Station View, Moor Lane has built a huge steel framed shed on his back garden, single story 4 windows in the roof. Clerk to enquire if he needs planning permission.

E.D. has got the gate and post at his farm. JB has got a quote for fitting the gully gate. The fitting of gate from Mark Whitehouse is £150.00. Council agreed that the cost is quite expensive. JB to approach and see if he will reduce his price as the equipment is ready just to put in. Council agreed that if he will do it for £100.00 JB is to go ahead and ask him to do the work.

PGB has received a letter of thanks for the Christmas Meal. The cost of the OAP Christmas meal was £650.00.

Parish Precept Requirements 2008/09 - Council discussed expenditure and the amount required for the next precept. PGB proposed £6000.00 ED in favour. JB proposed £5500.00 , LJI seconded it BIS voted for the motion.

6.Parish Matters

LJI has been checking the chains on the village green at Lower Leigh.

Clerk to talk to Dave Flowers about coming in and talking to us about prisoners coming into the village to mow the playing fields.

JB and LJI complaining about the state of Hot Hill and the ditches that Mr Gore has dug which divert the water to run on to the road. The ditch turns into the road and all mud is banked up to force the flow of water onto the road. Clerk to write to Highways.

JB complaining about the noise of the village Hall on New Years Eve. It was a private party. Clerk to write to the Village Hall and request that the noise limiter is repaired. PGB does not agree that the Parish Council should be involved. EJB will pass on the complaint without letters having to be passed on.

BIS requested photocopy paper and LJI will get a good price for a delivery as soon as possible.

PGB suggested writing to the scouts to give them chance to put right these issues. Clerk to write a letter to the scouts stating these issues.

JB reported that the gate is missing at the end of the gully coming from the church.

JB has had a complaint about the hedge at Nadines at Withington Green and it needs cutting. Martin Jenkins field hedge that needs cutting.

JB reported that Friel Homes are going to donate nothing at all towards the playing field. Clerk to write to Friel Homes and tell them how badly we have been treated by their PR company. To be made an offer and then to completely back down.

JB has requested that parish Council provide the cost of the VAT towards the drainage of the field. The VAT is £1800.00. Clerk to write to NALC through SPCA at Stafford and ask them to forward it to London to see if we can pay the vat for the maintenance of the playing field. Parish Council can not allocate any help to the playing field until we know how much the election will be.

JB proposed in the event that NALC don’t let us claim the Vat would the Parish Council be prepared to support the playing field with the £1800.00. BIS seconded it. EJB, LJI, ED, in favour and PGB against.

PGB pointed out that we should be adding the minutes to Leigh website after they have been agreed.

EJB has been to the police station but he was not given any names. Clerk to write to Inspector Andy Mason at Uttoxeter Police Station about the culprits for the vandilising of the notice board outside post office

LJI reported that the traffic regulations have changed  after hes read the annual Liaison meeting Minutes. PGB proposed trying to get a 30 mile an hour limit from The Green at Lower Leigh round past The Star Public House and round past the Post Office. Write to County Council, Highways Department

Clerk to write to the Highways complaining about the building stuff left on the road by Bradshaws.

BIS reported that Mr Wheeldon has received the letter and he has strengthened the fence.

Clerk to rewrite to Mr Stubbs if no action has been taken to remove the tree from the telephone line.

LJI reported that the neighbourhood watch signs can be made in aluminium and has got price. LJI to go round and count how many need replacing for the next meeting. Clerk to find out how much was spent on the Parish Plan.

CA reported the hedge needs cutting at Pattisons - clerk to write to Highways and report that its dangerous

Post office requesting a brown bin to put the grass cuttings in as they mow the grass outside to shop. Write ESBC Environmental and explain and request a bin.

ED suggested writing to Michael thanking him for his years of service for the Parish Council

BIS asked if the Parish Council would be prepared to donate any money to the Concerts on the playing field PGB suggested donating £250.00, vote carried unanimously.

JB is asking for financial help to do the drainage on the playing field requesting help around £1500.00. EJB suggested asking Friel Homes to help.

280 tonne of 40mm clean Limestone ask Friel Homes. Clerk to ring and give this mobile number 07887611466 for JB and to ring him on Friday afternoon.

LJI  suggested putting litter dropping signs up reminding people  that there is a £75.00 fine. To consider when finances have been decided. LJI to price some signs up.

PGB bought up training for Ernie Durose and LJI would like to go too. Clerk to let the Councillors know when they are.
