2.Matters Arising from Last Months Minutes

E.D. has got the gate and post at his farm. JB has got a quote for fitting the gully gate. The fitting of gate from Mark Whitehouse is £150.00. Council agreed that the cost is quite expensive. JB to approach and see if he will reduce his price as the equipment is ready just to put in. Council agreed that if he will do it for £100.00 JB is to go ahead and ask him to do the work.

PGB has received a letter of thanks for the Christmas Meal. The cost of the OAP Christmas meal was £650.00.

Parish Precept Requirements 2008/09 - Council discussed expenditure and the amount required for the next precept. PGB proposed £6000.00 ED in favour. JB proposed £5500.00 , LJI seconded it BIS voted for the motion.

3.Correspondence

E.S.B.C, - Council Tax Base for 2008 - 2009 - EJB read out figures

E.S.B.C. - Electronic Consultations on Planning Applications - Council think that it would not be a good idea to stop having the paper copies of plans. Clerk to ask them to supply us with the equipment and we will gladly change.

Stafford Borough Council - Local Development Framework - Not applicable

C.C.S. - Staffordshire Voluntary Car Scheme Newsletter - Leigh not taking part in the car scheme as there was no interest from members of the public.

House Of Commons - Advice Surgeries - BIS to pin up in Post Office

C.C.S. - 2008 Diary Of Village Festivals and Events - May Ball 31st May, Church Bizarre 29.11.08,Renew’08 Festival 23-26 May 2008-playing field.EJB to ask school about Strawberry Fayre.Clerk to fill in and return

4.Planning

1. Change of use from agricultural building to B8 use for the storage of vintage vehicles (buses and cars). Stone House Farm, Withington, Leigh - Mr D Heath - No objections - Just is the entrance suitable for the Highways

S.C.C. - October Grounds Maintenance £293.95 - EJB to ring about the maintenance costs as the playing field was being worked on in October.

6.Parish Matters

LJI has been checking the chains on the village green at Lower Leigh.

Clerk to talk to Dave Flowers about coming in and talking to us about prisoners coming into the village to mow the playing fields.

JB and LJI complaining about the state of Hot Hill and the ditches that Mr Gore has dug which divert the water to run on to the road. The ditch turns into the road and all mud is banked up to force the flow of water onto the road. Clerk to write to Highways.

JB complaining about the noise of the village Hall on New Years Eve. It was a private party. Clerk to write to the Village Hall and request that the noise limiter is repaired. PGB does not agree that the Parish Council should be involved. EJB will pass on the complaint without letters having to be passed on.

BIS requested photocopy paper and LJI will get a good price for a delivery as soon as possible.
